Ministry of Human Rights Condemns Attacks by the Terrorist Houthi Militia on KSrelief-Funded Humanitarian Facilities and Programmes in Al-Khawkhah and the West Coast

The Ministry of Human Rights condemns in the strongest possible terms the acts of looting, assault and intimidation perpetrated by the terrorist Houthi militia against humanitarian and medical facilities and programmes funded by the King Salman Humanitarian Aid and Relief Centre (KSrelief) in Al-Khawkhah District and areas along the West Coast. These attacks have targeted medical clinics, food and medicine warehouses, and water and shelter projects, placing several essential humanitarian services at risk of complete suspension.

The Ministry affirms that these attacks constitute a direct assault on the humanitarian and relief efforts undertaken by KSrelief and its partners to assist civilians and internally displaced persons in affected areas. They threaten to deprive thousands of beneficiaries of healthcare, food, water and shelter amid the extremely difficult humanitarian conditions prevailing in Al-Khawkhah District and other areas along the West Coast.

The Ministry stresses that targeting medical and humanitarian facilities, attacking their personnel, looting humanitarian assistance and supplies, or obstructing their delivery to intended beneficiaries constitutes a grave violation of international humanitarian law and international human rights law. This particularly concerns the rules governing the protection of civilians, humanitarian personnel, and medical facilities and establishments, as well as the obligation to ensure the safe, regular and unhindered delivery of humanitarian assistance.

The Ministry warns of the serious consequences of continuing such practices, which could result in the suspension of health and relief programmes and water and shelter projects funded by KSrelief, further exacerbating the suffering of civilians and displaced persons—particularly women, children, patients and the most vulnerable groups.

The Ministry expresses its appreciation for the humanitarian and relief role undertaken by KSrelief in Yemen and for the essential interventions it provides, which have helped alleviate the suffering of millions of Yemenis. It emphasizes that targeting the Centre’s projects, partners and facilities harms not only the donor organization but also directly affects the lives of civilians and their right to access essential services.

The Ministry of Human Rights calls upon the United Nations—particularly the Office for the Coordination of Humanitarian Affairs, the World Food Programme and other relevant UN agencies—as well as the International Committee of the Red Cross and international organizations operating in Yemen, to unequivocally condemn these attacks, contribute to their documentation, and take the necessary measures to protect humanitarian facilities, personnel and programmes, ensuring their continuity and the uninterrupted delivery of services to beneficiaries without threats or interference.

The Ministry affirms that, in coordination with the Ministry of Public Health and Population, local authorities and relevant government bodies, it will continue to monitor and document these violations, formally engage the relevant United Nations and international entities, work to protect civilians and humanitarian personnel, and help ensure the continued provision of essential services in Al-Khawkhah District and other areas along the West Coast.
